HSE West Dismisses Staff for Absenteeism


The HSE West has confirmed that it has dismissed three people in the past 12 months in response to persistent absenteeism.

In addition, HSE assistant national director for human resources Francis Rogers has confirmed that 104 other staff have been removed from the sick leave scheme.

In a report outlining measures tackling absenteeism in HSE West Mr Rogers added that cases involving 10 staff members were at an advanced stage in disciplinary procedures. He also confirmed that 412 reviews of sick leave had taken place with individuals where the trend had caused concern to managers.

Mr Rogers said the various measures were “an assurance about how serious we are taking this issue right across area west”.

Rate collection to blame for cash shortfall, say council – Longford


Longford Town Council’s financial woes are being made worse by ongoing difficulties revenue officials are having in collecting commercial rates.

Administrative officer Mark McNerney said a three per cent gap or €206,000 hole in the local authority’s balance sheets for the first six months of this year was largely down to recouping monies from cash strapped businesses.

He did nonetheless raise hope some, or a sizeable percentage of that shortfall, might be tempered over the next six months by the setting up of carefully devised financial plans with firms.

“The reality is the gap is down to the problem we are having collecting rates and we are working on that.

Businesses are engaging with us in setting up payment plans so hopefully that figure of €200,000 or so will be bridged somewhat,” he said.

Mr McNerney’s admission was made in response to queries made by Cllr Tony Flaherty as to the council’s worsening financial situation.

Outlining just how sudden the turnaround has been, Mr McNerney said just 12 months ago, the council had cash reserves of well over €80,000 to call upon.

“The knock on effect for Longford Town Council is we will have to make an adjustment of €95,000,” he said, when referring to expected reductions in central government funding. “The adopted budget (for 2012) is €7,042,880 and we have €3,739,814 spent. That’s 3 per cent above what it should be.

“The net effect of that is there is €206,688 of a deficit which is a very difficult decision to be in. When I compare that to the same period last year when I presented you with figures for the same period, we had a credit balance of €85,000. There is a variance there between the two periods of almost €292,000.”

That figure, however, is expected to exceed €300,000 when cuts to the council’s Local Government Fund for next year are taken into account.

Parents get vote to take schools out of Church control –


PARENTS will start voting within weeks on whether they want to hand over a Catholic primary school in their area to another patron body.

In a ground-breaking move, the Department of Education will seek the views of parents in five areas on the demand for a change in patronage, and their preference for who should run the schools.

The Irish Independent has learned that three of the five areas to be surveyed are Trim, Co Meath; Tramore, Co Waterford; and Arklow, Co Wicklow.

The fourth and fifth will be in Dublin and Co Mayo, although final decisions have yet to be made on the particular areas.

Change

The surveys of five areas is the first step in the process and will be followed in November with similar plebiscites in 39 other towns or suburbs identified as potentially ripe for change.

The historic move is aimed at reducing the control of the Catholic Church in primary education and offering parents greater choice to reflect the cultural and religious mix in Irish society generally.

The Minister for the Environment & Local Government Phil Hogan is currently considering the abolition of Waterford City Council as a stand alone entity. I oppose this move as it would strip the city of a dedicated administration. Anyone who has visited either the newly opened medieval Museum or the Bishop’s Palace can see that for 800 years the city council has worked to protect the rights and privileges of this ancient city and the citizens that live here and make it the�place that it is today. Todays Council is the inheritor of that work and we continue to work to lead and develop our city. I for one am proud of our achievements so far.
